David Wolf, portfolio manager at Fidelity Investments' Global Asset Allocation Group and former advisor to the governor of the Bank of Canada, says the business tax cuts announced this week will not be a "game-changer" in attracting more investment into Canada. Wolf also believes 2019 will be a challenging year, saying "the sole effective engine of Canadian economic growth is now sputtering."
