SmartDecision:
BMO Insurance Just Put Underwriting in the Advisor's Hands

BMO Insurance's Katarina Nikolic, on how SmartDecision delivers real-time underwriting decisions up to $5-million — eliminating delays and uncertainty.

Every insurance advisor knows the pause. The application is complete, the client is engaged, the coverage makes sense — and then everything stops. Medical exams are ordered. Tele-interviews are scheduled. Paperwork goes missing. Days stretch into weeks. By the time the decision arrives, so does the doubt. Clients disengage. Momentum dies. And the advisor is left chasing status updates instead of building relationships.

It's a structural problem, not a training problem. And for decades, the industry treated it like weather — something you endured, not something you fixed.

BMO Insurance decided to fix it.

SmartDecision — BMO Insurance's proprietary AI-powered point-of-sale underwriting platform — delivers instant decisions up to $5 million in coverage across term, universal life, and whole life, with no medical exams and no tele-interviews. Powered by VUE (Virtual Underwriting Engine), an in-house predictive modeling system built and owned entirely by BMO Insurance, it represents not just an efficiency upgrade but a fundamental reordering of where underwriting lives in the advisor-client conversation.

Katarina Nikolic, Vice President and Chief Corporate Underwriter at BMO Life Assurance, is the architect of this system. With over 20 years of industry experience, a FALU designation, and deep expertise in high-net-worth and complex underwriting, she has led the buildout of what she calls a "self-sufficient" decisioning framework — one that BMO owns outright, calibrates continuously, and has designed to scale.

What key problems does SmartDecision solve?

Friction Is the Real Problem

When Nikolic talks about what SmartDecision solves, she's precise. The problem isn't technology illiteracy or advisor inexperience. It's
friction — the structural delay baked into traditional underwriting that bleeds momentum from the sale.

"I think it's friction," she explains. "A lot of advisors oftentimes are waiting. They're waiting on medical exams, they're waiting on tele-interviews, and a lot of back and forth. There's a lot of lost momentum where clients disengage and advisors really chase the status. What SmartDecision really does is it eliminates those delays and the uncertainty in that decision making."

The consequences extend beyond the application. Advisors unable to answer client questions on the spot aren't just inefficient — they're perceived as less authoritative. Clients holding their breath through a multi-week underwriting process aren't just inconvenienced — they're given time to reconsider. SmartDecision collapses that gap.

"It turns a stressful pause into a constant and confident, decisive moment that is built on trust and clarity," Nikolic says. "That further builds the advisor-client relationship."

Built In-House, By Design

The most significant architectural decision BMO Insurance made wasn't the decision to build SmartDecision. It was the decision to build it themselves.

Off-the-shelf automated underwriting solutions exist. Most of them outsource the critical logic — risk assessment, decisioning rules, escalation thresholds — to third-party vendors who are, in Nikolic's words, "at the mercy of trying to translate what an insurance company's medical philosophy, insights, and risk appetite is."

BMO Insurance took a different path. Every predictive model, every underwriting rule, every escalation pathway was built and is owned
in-house.

"Getting to this stage was really the result of a lot of disciplined and behind-the-scenes work, and it took several years to get here," Nikolic explains. "My team, we really intentionally built SmartDecision to be largely self-sufficient with our own data insights, predictive underwriting rules, analytics expertise, etc. That all really does sit in-house, and we wanted to do that deliberately rather than relying on external vendors to drive that logic. That ownership for us was critical."

The consequence of that ownership is agility. Market conditions shift. Advisor needs evolve. Risk insights change. An insurance company dependent on a vendor release cycle to update its decisioning logic is perpetually behind. BMO Insurance is not.

"Because we own our models, the rules, and the decisioning framework, we can adapt it really in real time, not over months or vendor release cycles. And that flexibility is critical in keeping pace with the market while also maintaining strong underwriting discipline.

This isn't a simplified issue program. And that's how SmartDecision responsibly delivered the accelerated underwriting limits up to $5 million."

Speed Without the Trade-Off

The instinctive concern with instant underwriting is obvious: does removing the traditional checkpoints — the exams, the interviews, the
labs — mean accepting more risk? Nikolic addresses this directly.

"Speed versus discipline is not something we're willing to trade off at BMO Insurance," she said.

The platform follows a "right case, right path" philosophy.

Straightforward applications flow through instantly. Complex or nuanced cases are escalated for human underwriting review. VUE, BMO Insurance's Virtual Underwriting Engine, doesn't eliminate underwriter judgment — it enhances it by concentrating expertise where it's genuinely needed.

"It isn't about replacing underwriting judgment, it's actually about enhancing it," Nikolic notes. "There are clear rules, controls, and
escalation paths, which ensure that more complex cases really continue to receive that human underwriting support where it's really needed. That's the difference with VUE."

The $5 million threshold isn't arbitrary. Nikolic notes it covers roughly 80% of the Canadian market outside the high-net-worth space — which means the overwhelming majority of cases an advisor will encounter in the field can be decided at point of sale, without escalation, in real time.

How does SmartDecision meaningfully empower advisors?

The Advisor Experience: From Messenger to Guide

The operational change SmartDecision produces is a shift in the advisor's role during the client conversation. Under the old model, advisors submitted applications and waited — functioning, in effect, as intermediaries between a client and an opaque process they couldn't control or explain. The decision arrived later, from somewhere else, often without clear rationale.

SmartDecision eliminates that. The advisor now guides the entire conversation, start to finish, with the outcome arriving before the meeting ends.

"Advisors still guide that conversation and client experience," Nikolic points out. "There's very clear outcomes and next steps that are delivered for them. And for advisors of all seniority levels, there's no ambiguity around what happens after submission. It really reinforces that advisor's role as a confident guide and not just a messenger."

That transparency changes the client's emotional experience of the entire transaction. As Nikolic puts it, "clients experience a decision here, not a process. It really reduces that anxiety that's caused by waiting and uncertainty. And it really brings insurance for real life to life — it makes insurance feel more modern and aligned with other digital experiences they may have. So it strengthens trust in both the advisor as well as in BMO Insurance." In an era where clients benchmark every professional interaction against the speed and clarity of their best digital experiences, that alignment isn't cosmetic. It's competitive.

For newer advisors, this matters in a particular way. The platform functions as a training mechanism — building field underwriting
knowledge through repetition, teaching advisors to anticipate decisions, understand impairments, and contextualize ratings in real time.

"By allowing the underwriting decision up front in the sale, they become more familiar with what those impairments look like," Nikolic explains. "What are some of the questions they have to ask? What is some of the knowledge they need to have about those impairments? And then even further, taking it one step further, what can they expect as a rating or as a decision with some of those impairments?

Some things are very common and advisors run into them quite frequently. Whether that is hypertension, whether it's travel, whether it's a particular avocation or an occupation — these are things that come up quite commonly, and advisors really get better at understanding the nuances and what underwriters are looking for. So by putting that process up front in the decision-making process, they get more confident. I think confidence is the key here for junior advisors."

What does it do for the client experience?

How does the BMO Insurance platform close the policy-delivery loop for advisors?

A Platform, Not a Product

SmartDecision does not stand alone. It sits inside a broader BMO Insurance digital ecosystem alongside SmartApp and ROVR AI — each
component handling a distinct phase of the advisor's workflow.

"SmartDecision is really a part of a broader ecosystem that we have at BMO Insurance," Nikolic explains. "Our Smart App simplifies the
application, our SmartDecision accelerates the underwriting, and ROVR AI really supports that advisor knowledge in real time for field
underwriting. Together they reduce rework, errors, and delays, and our goal was to seamlessly design a digital journey from quote to policy issue."

The integration is deliberate. ROVR helps advisors prepare and navigate client conversations before applications are submitted.
SmartDecision acts at the moment of submission, delivering the underwriting decision in real time. The result is an end-to-end digital workflow where the advisor's judgment is supported — not supplanted — at every stage.

Where the Industry Is Heading

Nikolic is blunt about the direction of travel. Underwriting, as it has existed for decades, is being restructured.

"I think underwriting in the next few years will look very different," she says. "The subject matter expertise of underwriters will reside where it's best suited, and that's on the complex, more advanced markets cases. And then for more of the simpler, easy, straight-through cases, underwriting decisions will be embedded in real time, and will be invisible to advisors. So underwriting will become more integrated into the sales process, more decisions will be made instantly, less manual evidence gathered, and ultimately the advisor's experience with underwriting will be as part of the flow, not as a separate step once an application hits an insurance company."

On what SmartDecision ultimately signals, Nikolic is equally direct:

"With SmartDecision, underwriting becomes less of a waiting game and more of a seamless part of an advisor-led journey, and the advisor is in control and more confident. By combining real-time decisioning, AI-driven analytics, and a fully digital integrated workflow, BMO Insurance isn't just improving underwriting, it's redefining how it fits into modern advice."

Where is the industry heading and what does this platform mean for advisors?

Key Takeaways

As markets shift, advisors need to adapt their tools and strategies. Here are the main insights from our discussion:

  1. The $5 million threshold changes the math on client conversations. Instant decisions up to $5 million cover roughly 80% of the Canadian market outside ultra-high-net-worth. Advisors can walk into most meetings — including complex business owner cases involving buy-sell agreements or wealth transfer planning — knowing SmartDecision can deliver a decision before they leave.
  2. Speed and underwriting discipline are not in conflict. SmartDecision's "right case, right path" architecture routes straightforward applications through instantly while escalating complex cases for human review. BMO Insurance is not trading off risk discipline for speed — it has applied it more intelligently.
  3. Newer advisors gain an objective decisioning partner. Rather than depending on senior mentors for field underwriting guidance, newer advisors can use SmartDecision to build underwriting fluency through repetition — learning to anticipate outcomes, understand common impairments, and explain decisions to clients in real time.
  4. Platform ownership matters — this system gets smarter over time. Because BMO Insurance built and owns VUE entirely in-house, models and rules can be adjusted in real time, not on vendor release cycles. The platform is not a static tool; it evolves continuously with mortality data and advisor experience.
  5. Insurance's role in the wealth conversation is larger than most investment-focused advisors realize. With the largest intergenerational wealth transfer in Canadian history underway, whole life, universal life, and joint last-to-die structures have become essential planning tools for estate tax liability, CDA optimization in private corporations, and family wealth protection. SmartDecision makes these conversations easier to open, and easier to close.
